We need to be spending a lot of money right now to build warehouses which in the future can be retrofitted to manufacture whatever we want. Right now when they are finished they would be outfitted to supply the healthcare materials we need first and they really should probably stay that way permanently but future Warehouses could be retrofitted to do many of the kinds of products we're learning now that we must be able to control ourselves here in the USA. We need facilities to produce our Pharmaceuticals which are of great necessity. There are many things we need to be able to control ourselves and we also need to think in terms of Outsourcing more of our labor to our own continent to Mexico and Central and South America. That  would put us in a much better situation than we are in now. 

The type of jobs necessary to do the construction of a major Nationwide Warehouse Project are jobs which can be performed very efficiently in a non-contact social distancing circumstance. The fact is that major construction jobs already naturally fit that scheme. We need to spend a trillion dollars on an American-Manufacturing-Infrastructure-Project. This would include road and rail work as they are integral.
